Customer Targeting can also be a requirement early on in the marketing process. 
Typical usage would be for businesses who are trying to expand their customer base into new market sectors or have new products or services to offer. Every business loses around 20% of its customer base each year through natural wastage, so each year we should all be looking to at least replace that lost 20% and if we want to grow then probably looking for an additional 10 - 20 % new businesses. From our point of view customer targeting can overlap with research work, sometimes we need to do research into different sectors to confirm who best prospects will be.
We can then work out the best way to reach those target customers, find out if lists are available, advise on and set up the best contact management system (database), and work out a promotional campaign.
